2nd Study Group Meeting on Security Sector Governance and Conflict Management in Southeast Asia

Security Sector Governance (SSG) is important to Asia given the challenges posed by political transitions and democratisation in the region. A comparative study on SSG in Southeast Asia is timely given the goals of the states in the region to establish a security community. Instituting SSG and understanding its limitations and the problems of implementation will be critical to ASEAN if it were to succeed in its goals to promote peace and security.

With these broader implications in mind, the Study Group on SSG and Conflict Management in Southeast Asia was convened to examine the state of SSG in Indonesia, the Philippines, Vietnam, Malaysia and Thailand, and how this has affected conditions of intra-state conflict. In this second meeting, the five members of the group presented draft papers for discussion and comment. Participants included Dr Rizal Sukma of CSIS, Jakarta; Prof. Carolina Hernandez and Assoc. Prof. Herman Kraft of ISDS, and Dr Tang Siew Mun of the Institute of Strategic and International Studies (ISIS), Malaysia. Following the comments from the meeting, members of the study group will finalise their papers for submission in the second half of 2011. These papers are expected to be compiled and published in an edited volume.
