NTU CashCard Payment System

NTU CashCard for Open Network E-Commerce
NTU C-ONE

Introduction to CashCard

With the introduction of CashCard in Nov 1996, there are more than one million cards in circulation in Singapore. With the introduction of Electronic Road Pricing (ERP), it is expected that this number will increase. Currently CashCard is accepted in all major retail outlets and more outlets will soon have their terminals converted to accept it as well.

CashCard is based on the Smart card technology. This technology offers superior security and ease of use. CashCard offers the same convenience as dollar notes and coins, in fact CashCard is an exact replacement of these notes and coins.

In July 1998, all NTU students and staff have been issued with a smart card (in place of the normal Student or Staff Card) which is also a CashCard.

CashCard for Open Network E-Commerce (C-ONE)

CashCard already has an inherent property of being secured. However, NETS with the assistance of KRDL (Kent Ridge Digital Labs), enhanced the technology further to allow it to be use for payment over the Internet as well. Hence, the service C-ONE or CashCard for Open Network E-Commerce service is introduced. This solution uses NETS' CashCard technology to provide for a secure, private and efficient form of Internet payment for both consumers and merchants and Service Providers.

C-ONE service opens up a new arena of Internet commerce opportunities for online merchants and service providers. They can now offer online cash sales, time-based access charges and items with low value payment like pay-as-you-read online magazines or newspapers. The merchant's marketing strategy can be broader now, given that anyone in Singapore can own a CashCard.

NTU's Computer Centre has developed a CashCard payment system called NTU C-ONE in July 1998. The system enables students and staff to pay fees directly at the counter at the various offices. Examples for such services are 'Request for Transcript', 'Hostel Application Fee', 'CPU Top-Up', 'Car Park Fine', 'Sales of Asset', 'Overdue Fines', 'SRC Court booking fee', etc. The payment limits for CashCard services can be as low as 1 cent and the maximum payment amount is set by NETS at $500.

Benefits to the NTU Students and Staff

NTU C-ONE will enable a student or staff to pay fees for services requested over the Internet or at the respective office counters, such as 'Request for Transcript', 'Hostel Application Fee', 'Fee for Booking of Courts', etc. He can use the NTU C-ONE service to make payment ranging from 1¢ to $500. With this, time is saved as the person no longer needs to make a trip to the Bursar's Office for payment of services at different offices. CashCard can be owned by just about anyone, and unlike credit cards, CashCard has no age or income restriction. Consumers in the future can shop and pay for groceries, tuition papers, company information, play online games and make donations to charities all online. Together with other C-ONE services on the Internet, they truly make the home shopping experience a reality for the young and the old.
