From 15-18 June 2006, 52 scholars and practitioners from 30 countries
met at Kurort Rathen, a small town outside of Dresden in Germany,
to discuss global research agenda on Internet Governance. They represented
40 academic institutions from around the world. As a pre-conference
workshop preceding the 2006 Annual Meeting of the International
Communication Association (ICA), this symposium was organised by
the Singapore Internet Research Centre (SiRC) from the Wee Kim Wee School of
Communication and Information, Nanyang Technological University
of Singapore jointly with the Department of Media and Communication
Sciences at the University of Aarhus, in cooperation with the NETCOM
Institute of the Media City Leipzig e.V., under the umbrella of
the International Communication Association (ICA) and the International
Association for Media and Communication Research (IAMCR). The symposium
is also supported by the German ccTLD Registry DENIC.
At the various sessions of the symposium, the following issues
were tabled for discussion and presentation:
- The status and development of Internet Governance Research and
the
key elements for a global and regional research agenda.
- Non-academic stakeholders' practical perspectives on the expectation
of the governments, intergovernmental organisations, private sector
and civil society from the scientific and academic community.
- Presentation of case studies and reports on digital divide, national
Internet policies, Internet development strategies, cyber-security,
regulatory aspects, freedom of expression, multiligualism and other
Internet Governance issues.
- The present political debate on the future of the Memorandum
of Understanding (MoU) between the US Department of Commerce (DOC)
and the Internet Corporation for Assigned Names and Numbers (ICANN)
and the process of "enhanced cooperation", established
by the Tunis phase of the "World Summit on the Information
Society" (WSIS).
- The Internet Governance Forum (IGF)'s principle of multistakeholderism
and its expectation from the academic community in terms of special
expertise, knowledge and analysis.
- The modalities of the building of the "Global Internet Governance
Academic Network" (GIGANet).
Participants agreed to be part of GIGANet to further academic research
on Internet Governance. Among other things, GIGANet will organise
an annual symposium before the start of the Internet Governance
Forum. This year, the Forum will meet in Athens, Greece, for the
week of Oct 30 to Nov 3. The GIGANet symposium will be held on Sunday
Oct 29. It was also agreed that regional GIGANet symposia be organized
to spread the word about Internet Governance research, especially
among those who cannot afford to travel to the annual Forum meetings.
