Application for August 2009 admission opens on January 12, 2009. Application has to be submitted online. Please go to the NTU Office of Graduate Studies Web page for the online application form, application procedures and tuition fees. Application deadline is Wednesday, February 25 -- don't miss it!
The online application form includes 2 fields to enter a description of the applicant's work experience, and reason for applying to the programme. These statements are important in admission considerations. Please make an effort to describe the range of experience you have, especially those related to information management and issues. Tell us about your future plans and aspirations, and how you expect the programme to help you.
International students whose undergraduate education was not in the English medium and who are not able to attend an interview in Singapore are encouraged to take the IELTS or TOEFL test, and include a copy of the results in the application. Though an IELTS/TOEFL score is still optional for the 2009 admission, preference is given to applicants with IELTS score of 6.0 and above, or TOEFL of 570 and above.
A programme briefing will be held on Saturday, February 7, 10am - 12noon (registration starts 9:30am), at Suntec Convention & Exhibition Centre, Meeting Rm 303 (level 3). Please register online here to attend the briefing.
Shortlisted applicants who reside in Singapore will be invited to attend an interview on Saturday, March 21. |

Contents
Background
The information and Communication Technology (ICT) sector
continues to be a significant engine of growth and a key enabler
to other sectors of the economy. However, recent trends indicate
that simply being skilled in software development is no longer
sufficient to thrive in this fast-paced industry. Consequently,
while there exist opportunities for ICT professionals, a fundamental
shift in required skill sets comprising both advanced IT skills
and soft skills that are focused on management and user-centred
design has occurred. Thus, programming skills alone are no
longer sufficient. Instead, an ICT professional requires a
mix of technical know-how and skills such as project management,
information architecture, and human computer interaction.
The MSc (Information Systems) programme at NTU is designed
to address this training gap and educate ICT professionals
to play a significant role in the new ICT environment in Singapore
and abroad.
The Master of Science (Information Systems)
Programme
The MSc (Information Systems) programme (MSIS) is a collaboration
between the Wee Kim Wee School of Communication and Information
(WKWSCI) and the School of Computer Engineering (SCE).
The programme blends theory and practice and aims to equip
students with advanced knowledge necessary for the design,
development, maintenance, and management of information systems.
Such training includes exposure to the latest technologies
used in the development of information systems, as well as
core skills required to cope with the rapidly changing nature
of the field.
To this end, the MSIS programme is broad-based and covers
a range of technical and soft skills that an Information Systems
professional is expected to possess. Broadly, these are categorised
as:
| Software Development and Infrastructure |
Provides students with a core of knowledge required for the design, development, and maintenance of information systems. |
| Human Computer Interaction |
Provides students with the knowledge for designing information systems that are both useful and usable from an end-user perspective. |
| Information Management |
Provides students with skills needed to store, organise, preserve, and manage information in a way that allows for its reliable, timely and accurate retrieval and use. |
| Information Systems Security |
Provides students with an understanding of the threats posed to networked information systems and the knowledge required to secure them. |
| Management of Systems and Services |
Provides students with the soft skills required for managing information systems projects, information systems personnel, and resources. |
The MSIS programme may be taken by full-time or part-time study.
The full-time programme can be completed within one year while
the part-time programme can be completed within two years. Courses
are conducted through lectures, tutorials and laboratory sessions
during a two-semester year, from August to November and January
to April. Note that the final exams for all courses are
held during the day in November and April. Part-time students
may need to make arrangements to come to campus at scheduled
times in the mornings or afternoons for the final exams. |
Graduate Programmes at WKWSCI & SCE
Staff at WKWSCI and SCE come from diverse backgrounds that complement areas of education of an ICT professional. With strengths in information systems, information management, software engineering, knowledge management, and other computer-science related areas, students of the MSIS programme will be equipped with both technical and soft skills, meeting the ICT industry's need for a new breed of ICT professionals.
In addition, both schools are well-established in offering graduate-level education. WKWSCI has over 10 years of experience educating graduate students. In addition to the MSIS programme, it currently offers three other Master's programmes by coursework - MSc (Information Studies), MSc (Knowledge Management), and Master of Mass Communication. Together, these programmes attract over 700 applicants each year. SCE has been offering postgraduate research programmes in the discipline of Computer Engineering that lead to MEng and PhD degrees. It currently also offers three Master's programmes in Bioinformatics, Embedded Systems, and Digital Media Technology.

Admission Requirements
The MSIS programme will primarily consider applicants with:

a Bachelor's degree in
areas such as Computer Science, Information Systems, Information
Technology, or |

a Bachelor's degree with a strong
information technology-related component such as those
in Engineering or the Sciences, or |
| • |
a Bachelor’s degree plus relevant
working experience |

Graduate Studies Office by February 25 for the August
admission.
Recognition of the CITPM and COMIT Certifications
In collaboration with the Singapore Computer Society, students
in the Master of Science (Information Systems) programme with
either the Certified IT Project Management (CITPM) or Certification
in Outsourcing Management for IT (COMIT) will be granted a
waiver of one course, namely, CI6204 Software Project Management.
Students will therefore only need to take three Foundation
courses - requiring one less course to fulfill the requirements
of the Master of Science (Information Systems) programme.
Tuition Fees
Every year, tuition fees are reviewed. As and when the fees
are revised, the new fees will be applicable to all existing
and new students. Fee information is available at the Graduate
Studies Office website.
Programme Structure
Students of the MSc (Information Systems) programme are allowed
to choose from the following two options of study:
• By Coursework and Dissertation
Carrying out a research project and writing a dissertation
require a strong command of English, good grasp of the subject,
self-discipline and time commitment. The coursework+dissertation
option is recommended only for students with a high level
of English proficiency and a cumulative grade point average
of at least B+. Students taking the dissertation option make
take a longer time to complete the programme.
In this option, students take four foundation courses, one
Professional Seminar, four elective courses, and a project
on which the student must submit a dissertation.
• By Coursework Only
In this option, students take four foundation courses, one
Professional Seminar, five elective courses, and CI6299 Critical
Inquiry in Information Systems.

Foundation Courses |
| These courses reflect a minimum level of prerequisite information systems knowledge and are designed to provide a common foundation in the field of information systems. They prepare students for specialised Elective courses. |

|
Elective Courses |
| These courses cover a variety of areas in the field of information systems and range from technology-oriented to management-oriented ones. MSIS students select them based on their individual learning goals and career objectives. Subject to approval from the Chair, students can also choose up to two additional Foundation courses in lieu of the two Elective courses, or up to two graduate-level courses offered in other programmes in the university including those from the Master's programmes offered by WKWSCI and SCE.

Dissertation |
For Coursework and Dissertation students only
The dissertation will involve a project that provides MSIS students the opportunity to create new knowledge, solve information systems-related research problems or develop new information systems software by harnessing the knowledge acquired in the courses taken.
Not all the elective courses will be offered in any given semester. While the programme will attempt to offer as many elective courses as possible, it does not guarantee that students will be able to take all the elective courses of their choice.

Computing Facilities at WKWSCI & SCE
Among its many computer laboratories, WKWSCI maintains an Information Studies Laboratory catering primarily to students in information systems, information studies, and knowledge management. The laboratory has over 94 Pentium PCs that are local area networked to Windows-based servers, a CD-ROM server, and print servers. Students will also have access to virtual machines to carry out their projects. The laboratory also provides Internet access to several online information services and has its own range of CD-ROM databases, multimedia products, software packages, and authoring tools. The resources in the laboratory are focused on the following areas:

At SCE, MSIS students will have access to the Centre for Advanced Information Systems (CAIS) which has a strong research focus in advanced information systems. The Centre aims to promote the University's involvement in industrial projects by conducting basic research relevant to the industry. It also strives to establish an international reputation by publishing its research in top international conferences and journals, and by establishing research collaborations with other renowned research institutions abroad. The research focuses of the Centre are Internet/Web Computing, Database Systems, Web Data Management, Bioinformatics, Data Mining, Electronic Commerce, Algorithms, Computer Security, and System Modeling and Simulation. The Centre also houses state-of-the-art equipment including 2 SUN servers, 6 SUN workstations, 5 PowerEdge servers, and over 40 Windows workstations running software such as Informix database, ILOG, AutoMod and Tamino XML database.
