IEEE CIS AdCom Elections - 2017

I am delighted that I would be able to serve the IEEE CIS community if I am elected as one of the 5 AdCom members at the election being held from 4th October - 15th November 2017. My brief biography & statement are presented below.


         Received Bachelorís degree from the University of Cambridge, UK. (Full Scholarship & Prizes)

         Received PhD from NTU, Singapore on Neural Networks-based Pattern Recognition.

         Faculty at U. of Queensland (1996-99) & Researcher at U. of Sydney (1995-96), Australia.

         Faculty at Nanyang Technological University, Singapore (1999 Ė to date).

         Delivered over 35 keynote-tutorial-invited talks in countries such as Australia, Brunei, Canada, China, Czech Republic, France, India, Japan, Malaysia, Mexico, South Korea, The Netherlands, Poland, Singapore, Spain & USA.

         (Co-)Authored 350+ journal/conf. articles and technical reports resulting in 26000+ Googlescholar citations.

         Served as committee member (2014, 2017) and Secretary (2015 - 16) of the IEEE Singapore Section

         General Chair of IEEE Symposia Series on Computational Intelligence-2013 with over 1000 submissions. Co-Program Chair of IEEE TENCON 2016, conference of the IEEE Region 10.

         Served as a member of the AdCom (2014-2016), several Task Forces, award committees and Evolutionary Computation Technical Committee (ECTC) of IEEE CIS.

         Served IEEE CISís Singapore Chapter (2004- to date) as chair, treasurer, secretary and committee member. Served IEEE Computer Societyís Singapore Chapter (2000-2004) as treasurer, secretary and committee member. Served IEEE Queensland Section (1997-98) as the newsletter editor.

         Co-founded conferences such as IEEE Symp. on Differential Evolution, IEEE CIEL, SEMCCO & FANCCO.

         Founding co-editor-in-chief of Swarm and Evolutionary Computation Journal (Elsevier). IF: 3.8 (2 years) & 7.7 (5 years)

         AE of IEEE Trans on Evol. Comp., IEEE Trans on Cybernetics, Information Sciences, Applied Soft Computing & Pattern Recognition.

         Editorial board member of Evolutionary Computation Journal (MIT Press).

         Selected as one of the ~100 Thomson Reuters highly cited researchers (worldwide) in computer science in 2015, 2016 and 2017. Also known as the World's Most Influential Scientists.

         Won IEEE TEC Outstanding paper award in 2012 (co-authors: Drs Alex Kai Qin & Vicky Ling Huang).

         Dr Jane Jing Liang (former PhD student) won the IEEE CIS Outstanding PhD dissertation award, 2014.

         Proposed several innovative ensemble strategies for evolutionary & swarm algorithms.

         Fellow of the IEEE.



In addition to the service contributions to IEEE over the past 18 years and research achievements presented under biography, I have also organized several competitions at the IEEE Congress on Evolutionary Computation (IEEE CEC) since 2005. These competitions enable researchers to perform meaningful comparisons among algorithms. If I am elected, I shall strive to:

         Identify new inter-disciplinary growth areasfor the IEEE CIS.

         Identify avenues for junior researchers to contribute to CIS and to develop their careers.

         Intensify CI promotional activities in rapidly advancing countries which have the best growth potentials for IEEE CIS.

         Encourage authors for open source software (as my group practices) for the benefit of researchers and practitioners.

         Develop means to receive suggestions from CIS members to serve them better.

         Attract the best researchers to join and serve committees of the IEEE CIS thereby strengthening the society.
