MEng and Ph.D. in the Environmental Engineering, The National Institute of Applied Sciences, Toulouse France; Post Doctoral Fellow and Invited Visiting Scholar in the Department of Civil Engineering, Hong Kong University of Science and Technology; Lee Kuan Yew Fellow in the School of Civil and Environmental Engineering, Nanyang Technological University. Member of IWA.

Dr. Liu has some ten years of experience in environmental engineering field, and he has published over 100 technical papers in refereed journals and conference proceedings, and was also included in several international biography.
